Themes should have Theme.xaml as a resource

Right now, Themes have "Theme.xaml" as an "embedded resource" which prevents users from applying the relative URI format to it.
If those are changed to "Resource" folks could use those themes while embedded in DLLs.

We also ship the themes as resource dictioniaries in the toolkit. You can simply add the file to the project instead of refering to the xaml file contained in the DLL.
