LockablePivot - Unable to set IsLocked property in xaml

If I try to set the IsLocked property for a LockablePivot in xaml, the following exception is raised when I navigate to the page containing the LockablePivot:

this exception also seems to be raised if I try to set the IsLocked property in code anywhere except for in an event handler.
